This paper is an excellent summary of some of the challenges of managing a large watershed and bay on an integrated basis, particularly where there is a long history of sectoral approaches to development and little recognition of the many values of a Bay that has proved so important to the economic development of Jakarta, West Java and Indonesia !

Our initial experience in development of an integrated mangement plan for Balikpapan Bay (East Kalimantan) supports the authors conclusion that a new and comprehensive approach to management of such bays is needed.
