Cultural tourism: restoring an historic city / Essaouira-Morocco (+ français)

DESCRIPTION

The coastal city of Essaouira is wonderfully situated between dunes and the Atlantic Ocean. Founded in 1760 and originally composed of two main elements - the port and the Medina - the city has always managed to preserve its physical unit. Fishing, in the past the city's main economic activity, is suffering a crisis with severe repercussions on the quality of life and the state of urban constructions. The city's location, away from the main highways, means that the only sectors offering employment are the cottage industry (craftsmanship) and tourism.

Since 1996, a certain number of measures have been taken to initiate a process of sustainable development planning for the city. Within this perspective, local authorities have centred their attention on the rehabilitation and preservation of the Medina.

The restoration of the city's ramparts is amongst the activities undertaken with this objective. Within the Agenda 21 framework and in collaboration with the Municipality, the project was initiated by filling the cavities on the side of the wall facing the ocean. The work was a starting point in raising local, national and international awareness with respect to the importance of preserving this heritage.

In this framework, 3 projects were initiated simultaneously:

- A. Restoration of the wall facing the land;

- B. Pilot project for the restoration of a piece of wall facing the ocean;

- C. Restoration project for the west bastion facing the ocean.

A - Restoration of the wall facing the land The project is co-financed by the Municipality and the Culture Ministry, and concerns the renovation of the wall's surface layers. The building site, set up at the beginning of June 1998 for a period of 9 months, experienced a few problems in particular regarding the proportion of materials used which resulted in a rapid crumbling of the coatings. This "non-wise practice" is most certainly due to a combination of two opposing factors. On the one hand, the restoration requiring time and meticulousness, and on the other hand, the factor of acquisition, which involves finishing the work as quickly as possible for economic reasons.

B- Restoration of the "pilot piece" of wall facing the ocean UNESCO and the Municipality are both involved as partners in this project. The work fits in the framework of finding a solution to consolidate and restore the wall facing the ocean, whilst waiting for a longer-term protection involving the emplacement of a structure to fill the gap in between the rocky reefs about 300 m away from the wall. This project also experienced difficulties due to a lack of qualifications in the firm taken for the works.

C- Restoration of the west bastion facing the ocean The local authorities, Agenda 21 and the French Cooperation are all partners in this project. The main concern is the restoration of the wall's west bastion, which was in a state of advanced degradation. The project was conceived with a "training site" approach, which allied fellow workers from around France, young apprentices and local masters.

STATUS: The site lasted 12 months and the work was conducted according to strict restoration techniques.

DISCUSSION: This discussion will be focussed around a few characteristics of wise practices listed during the workshop "Towards wise practices" held in Paris between Nov 30 and Dec 4 1998.

LONG-TERM BENEFITS: The restoration has enabled this monument, which was in ruin, to be saved. Its location with respect to organised tours means that visitors can easily access and appreciate the beautiful panoramic view of the port and facing islands. The apprentices benefited from a practical training, which enabled them to subsequently find work.

TRANSFERABILITY: The lessons learnt from this wise practice, which are based on the exchange of experiences, training and an exactitude in the work conducted, have served as points of reference for the implementation of other restoration projects in the Medina. In particular, the restoration of the wall's main gates, which is currently being carried out.

PARTICIPATORY PROCESS: The work performed on this site has enabled a certain number of actors to form a partnership: - The local authorities provided the raw materials; - The Agenda 21 programme contributed financially and in terms of supervision; - The fellow workers ensured the training of young apprentices, with the assistance of local masters.

EFFECTIVE AND EFFICIENT COMMUNICATION PROCESS: The follow-up on the project status enabled the establishment of an efficient communication process between the different participants.

CULTURALLY RESPECTFUL: An evaluation of the project has shown that the techniques being applied are in perfect agreement with the local context and have given our cultural heritage an epitaph.

SENSITIVITY ISSUES: The inhabitants have been able to follow the stages of the restoration, due to the prime location of the restored monument near the city centre's main square. This has resulted in a greater sensitivity to the value of carved stone, on the part of the inhabitants. Indeed, carved stone is noticeably and increasingly being promoted for the maintenance and design of constructions in the Medina.

STRENGTHENING LOCAL IDENTITIES: The success of the project has allowed the following points to be highlighted:

- The significance of reviving our ancestors' know-how for future generations to appreciate;

- The close relationship between our cultural identity and our heritage;

- The need to pursue rehabilitation and preservation activities in the Medina. *******************************************************************************************************************************

TOURISME CULTUREL: RESTAURATION D'UNE VILLE HISTORIQUE / ESSAOUIRA-MOROC

DESCRIPTION: Essaouira, ville côtière, est merveilleusement située entre dunes et l'océan atlantique. Depuis sa fondations en 1760, la ville composée à l'origine de deux grands éléments - le port et la Médina à toujours su garder son unité physique. La pêche par le passé principale activité économique de la ville, est en crise, ce qui a de sévères répercussions sur la qualité de la vie et l'état du bâti. La situation de la ville à l'écart des grands axes routiers fait que le seul secteur qui offre encore de l'emplois est l'artisanat ainsi que le tourisme.

Depuis 1996, un certain nombre de mesures ont été prises pour mettre en place un processus de planification pour un développement durable de la ville. Dans cette perspective la réhabilitation et le sauvegarde de la Médina d'Essaouira a été au centre préoccupation des autorités locales.

Parmi les actions menées dans ce sens, la restauration des rempart de la ville. Ce projet a été initié dans le cadre du projet Agenda 21 en partenariat avec la Municipalité à travers une actions de colmatage des brèches de la muraille côté mer . L'opération a été le point de départ d'une prise de conscience au niveau locale, national et international de l'importance de sauvegarder ce patrimoine.

Dans ce cadre trois projets sont lancés simultanément:

- A. La restauration de la muraille côté terre.

- B. Projet de restauration d'un tronçon pilote côté mer.

- C. Le projet de restauration du Bastion Ouest côté mer.

A- LA RESTAURATION DE LA MURAILLE COTE TERRE: Le projet est cofinancé par la Municipalité et le Ministère de la Culture. Il s'agit de renouveler les enduits de l'ensemble de la muraille côté terre. Le chantier a été installé au début du mois du Juin 1998, pour une durée de neuf mois.

La mise en œuvre de ce chantier a connu un certain nombre de problème, notamment au niveau du dosage des matériaux utilisés, ce qui a conduit à l'effritement rapides des enduits. Cette "pratique non éclairée" est due certainement à la combinaison de deux logiques contradictoires. D'une part, la logique de la restauration qui nécessite de la minutie et du temps, et d'autre part la logique de l'emprise qui consiste à terminer les travaux le plus rapidement possible pour des raisons économiques.

B- LA RESTAURATION DU TRONÇON PILOTE COTE MER: Les partenaires sont l'UNESCO et la Municipalité. Cette opération rentre dans le cadre de trouver une solution de consolidation et de restauration de la muraille côté mer, dans l'attente d'assurer une protection à long terme par la mise en place d'une structure comblant le vide existant entre les récifs rocheuses se trouvant à peu près à 300 m de la muraille. Cette opération a connu également des difficultés dans sa mise en œuvre, dues à un manque de qualification de l'entreprise chargée des travaux.

C- LA RESTAURATION DU BASTION OUEST COTE MER: Les partenaires de ce projet sont les autorités locales, l'Agenda 21 et la Coopération française. Il s'agit de restaurer le Bastion Ouest de la muraille qui était dans un état de dégradation très avancé. Cette opération est conçue selon une approche de "chantier école" qui a réuni des compagnons du devoir de tour de France, de jeunes apprentis et des maîtres locaux.

STADE D'AVANCEMENT: Le chantier a duré douze mois. Il a été achevé dans le respect stricte des techniques de restauration.

DISCUSSION: Cette discussion sera focalisée sur quelques caractéristiques des pratiques éclairées listées durant l'atelier "vers des pratiques éclairées" tenu à Paris du 30 novembre au 4 décembre 1998.

AVANTAGE A LONG TERME: Cette restauration a permis de sauver ce monument qui était en ruine. Vue sa position sur le circuit touristique, le visiteur de la ville peuvent y accédé et apprécié une belle vision panoramique sur le port et les îles qui font face. Les apprentis ont bénéficié d'une formation pratique qui les a permis de trouver un travail.

POSSIBILITE DE TRANSFERT: Les leçons tirées de cette pratique éclairée, qui sont basées l'échange d'expérience, la formation, la minutie dans l'exécution du travail ont servi comme référence dans la mise en œuvre d'autre projets de restauration dans la médina, notamment le chantier de restauration des grands portes de la muraille qui est maintenant en cours.

PROCESSUS PARTICIPATIFS: L'exécution des travaux de ce chantier a permis de réunir un certaine d'acteur dans le cadre d'un partenariat:

- les autorités locales ont assurés les matériaux de bases.

- Le programme Agenda 21 a contribué à l'encadrement et au financement.

- Les compagnons du devoir ont assuré la formation des jeunes apprentis, avec l'assistance des maîtres locaux.

AMELIORATION DU DIALOGUE: Le suivi de l'état d'avancement du projet a permis d'installer une communication efficace entre les différents intervenants.

RESPECT DE LA CULTURE: L'évaluation du projet a montré que les technique utilisés sont en parfaite concordance avec le contexte local et ont mis en exergue notre patrimoine culturel.

SENSIBILISATION: La situation du site de l'édifice restauré, près de la grande place de centre ville, fait que les habitants ont pu suivre les étapes de la restauration. Ceci a sensibilisé les habitants d'avantage à la valeur de la pierre taillée. En effet, on constate que celle ci est de plus en plus mise en valeur lors de l'entretien et l'aménagement des bâtis de la médina.

RENFORCEMENT DE L'IDENTITE LOCAL: La réussite de ce projet a permis de mettre l'accent sur les points suivants:

- l'importance de faire renaître le savoir faire de nos ancêtres pour que les génération futures puissent l'apprécier.

- la relation étroite entre notre identité culturelle et notre patrimoine.

- la nécessité de poursuivre les actions et de réhabilitation et du sauvegarde de la médina.
